On December 20, Judge Luca Ramponi issued an order regarding the preliminary investigation in the province of Reggio Emilia, releasing two of the key people under investigation as part of the “Angels and Demons” investigation. His action reveals the disturbing modus operandi of what has been renamed the Bibbiano System.
The northern Italian region of Emilia Romagna was ruled for seventy years by the Communist Party and then by its successor, the Democratic Party [PD]. Last June, a judicial investigation took place here, which led to the arrest of the mayor of the village of Bibbiano in the province of Reggio Emilia, as well as several social workers from the Val'd'Enza municipal association and also some psychologists not work with children.
The family welfare system managed by the municipal association office has ended thanks to the control of the Italian justice system. The ruling left has always praised this system as a model of efficiency and the ability to intervene on behalf of children who are victims of violence. But instead there are now very serious allegations: Deputy public prosecutor Valentina Salvi claims that there are numerous cases in which children are taken away from their families and placed in foster families without there being a justifiable reason for this, such as proven sexual abuse or mistreatment at home must. In some cases, such children were even placed in the care of lesbian women and their companions. In fact, in certain cases, the investigation found, attempts were made to drive children from their family homes by fabricating stories of abuse that never happened, using ambiguous and completely false methods of psychological coercion, such as: B. Two of the main characters arrested were released, but with a one-year ban from their profession: Federica Anghinolfi, former head of social services in Val'd'Enza, and the deputy social worker Francesco Monopoli. The judge considered this to be a sufficient measure because their crimes were related to their professional activities and there was therefore no risk of them being committed again.
The investigation is now nearing completion with the formulation of new charges, as Judge Ramponi himself admits. But new and, it must be said, disturbing details about what the media and politicians have renamed the Bibbiano system are coming to light. First of all, it was revealed that Federica Anghinolfi, the main suspect alongside the Hansel and Gretel Center, has a “political and ideological reference world”. In the order from last June, the examining judge referred to the world of “LGBT rights.” It should also be recalled that there was a case in which children were entrusted to the care of lesbian couples, and in one case also to a woman who was Anghinolfi's companion.

The judge talks about what the prosecutor who worked on the case discovered as he continued work on the investigation that exploded last June. Both Anghinolfi and Monopoli “were convinced of the existence of a network of pedophiles linked to the “Devils” network in Bassa Modenese [the lower part of the province of Modena, also in the region of Emilia-Romana]through which the children of Reggio were protected through forgeries, diversions and procedural fraud.”

Anghinolfi “kept shouting like a military officer, ordering us to arrest this man for damaging her role as a deputy social worker,” and behaved like “an all-powerful god” of the Bibbiano system, even “proving abuse at all costs wanted”. when there was not a single trace of it, no suspicion or the slightest evidence.
From the judge's reconstructionIt appears that in many cases there was a clear intent and obsession to demonstrate, against all evidence, that sexual abuse had occurred. This obsession seemed to reach the point of pathology, at least in the case of Tommaso Onofri and the pedophile network. “She essentially pushed everything in that direction and we all knew it: […] “In all the relationships it seemed to be consciously and always presented between the lines that everything was about sexual abuse or mistreatment,” explained several of the people interviewed. This despair confirms the idea that a complex ideological system was introduced in Bibbiano. Even as we wait for the judiciary to bring criminal charges, all the political implications of the situation remain.
Speaking politically, as the history of the city police shows, there appears to have been no oversight, as the Bibbiano system was enthusiastically highlighted as a model by politicians of the Left throughout the province of Emilia and as an example of efficiency by Democratic Party administrators. And because of this enthusiasm, they now try to justify themselves by saying: “We couldn't have known.” But the power of Anghinolfi and Monopoli to determine the lives of dozens of children was granted to them from above. And what stood above them was the political leadership, which today has its head in the sand.
