ICE can expand the use of electronic monitoring and GPS persecution

Fair Take | July 2025

In a memo that was issued on June 9 to the US employers of the immigration and customs authority (ICE), the Trump government encouraged the officials to “expand the use of GPS ankle monitors to illegal foreigners” whenever possible “. The author of the memo, deputy director Helland, wrote: “If the extraterrestrial is not arrested at the time of reporting, your supervisory level, whenever possible, escalate on GPS ankle monitors and increases the reporting obligations.” According to media reports, this memo enables an exception for pregnant women who should be obliged to wear tracking devices worn out with the wrist.

Electronic monitoring and GPS persecution are part of the “Alternatives to Liability” or ATD program. According to ICE, “there is the ATD program to ensure compliance with the release conditions.” The program includes the intensive surveillance program (ISAP), the “case management and technology tools uses to support the compliance with the releases of aliens” and “increase the appearance of the appearance of the court”. According to the agency, the daily costs per ISAP participant are less than $ 4.20 per day.

From July 12, 2025, ICE data show that 182,822 illegal extraterrestrials were inscribed in the ISAP program. Of these were only 24,566 GPS ankle monitors, while others used other technologies or mobile apps to check in with ice cream. The same data show that 98.5 percent of the illegal extraterrestrials were specified for their court date, which has easily decreased in previous years. Aliens who violate the supervisory conditions (i.e. do not report as needed for ice cream, ABSCONDS, etc.) could be subject to detention and the public prosecutor.

Aliens may be entitled or required for the use of electronic monitoring and GPS persecution if they are not held. According to the latest data, around 58,000 extraterrestrials are arrested in institutions in institutions across the country. Another 7.6 million illegal aliens are waiting for their court dates and are on the “non -detailed docket” without being monitored by the government.

If more illegal extraterrestrials were electronically monitored on the not detailed docket, the government could gain valuable intelligence over its whereabouts and trends in travel seams. The data collected by the GPS not only helps ice assistants, but could also complement detention by limiting extraterrestrials to house arrest. Financing in the “a big beautiful bill” offers 46 billion US dollars for increased detention over four years. However, this financing does not provide for all illegal foreigners to be detained in the USA. The GPS surveillance could help the administration to achieve their goals in the arrest and removal of millions of illegal extraterrestrials in the coming years.

The congress has also been supporting electronic monitoring and GPS persecution, including the provision of tax money. In the last financial years, the law on household devices from house in household contained the use of electronic GPS monitoring for all aliens on the not detailed action. The justice for Jocelyn Act introduced by Senator Ted Cruz (R-Texas) and Rep. Troy Nehls (R-Texas) for Jocelyn Actor Surnation for all aliens on the non-defined docket. And that by Senator Bill Hagerty (R-Tenn.) And MP Byron Donalds (R-Fla.)-Intended law of the redesign of the electronic mandates The use of electronic GPS monitoring for all extraterrestrials on the non-defined docket and increases the penalties for extraterrestrials that do not correspond to the conditions of the program.
