Phillip Quinn was last seen around 10:30 am near the 5600 block of Helen Way. He wore a tan baseball cap, blue jacket over a white NFL Seahawks shirt, and tan pants.
The police have asked anyone with information on Quinn’s whereabouts to call 916-808-5471.
