ST. PETER, LOS ANGELES (KABC) — Body camera video shows what happened before Los Angeles police officers opened fire on a woman who they say intentionally hit her child's foster mother with a car during a custody dispute in San Pedro.
The incident occurred on Oct. 1 in a Target parking lot near Capitol Drive and Gaffey Street. According to police, 39-year-old Miesha Scott was there to meet the child's foster parents for a peaceful custody transfer.
However, things took a dramatic turn, forcing the foster father to call 911.
“I have a mother who is picking up a child that I have custody of and I need help because she is about to get in a car and drive off,” he said during the call.
“She’s starting the vehicle. She has that [the child] in the car without a car seat. Please.”
“She is the child’s mother?” the dispatcher asks.
“Yes.”
Moments later, responding officers were able to intervene in the custody dispute and speak with Scott.
“Because I’m upset about it,” she told officers. “So you keep telling me to calm down… That's why I said, 'Can you call someone who can negotiate our entire situation so that we're all fair and no one causes any more commotion?'
“I’m trying,” an officer replies.
“It’s a danger,” Scott says.
After a lengthy discussion, the police arrested the five-year-old boy and handed him over to foster parents. Scott then got into her truck, a white U-Haul pickup, and appeared to drive away. But a moment later she turned around and accelerated. She drove directly toward the child's foster mother and surrounding officers.
In the bodycam video, an officer can be heard trying to get her to stop while tires screech in the background. A Target surveillance camera also captured the sudden outburst of anger.
You can see Scott speeding through the parking lot, attacking the foster mother and almost hitting the nearby officers.
“Partner, where are you?” an officer is heard saying as he runs. “Get in the car! Get in the car!”
As Scott continued driving, she encountered another officer who opened fire. A short chase ensued, but the woman eventually crashed into a tree at Paseo Del Mar and Pacific and was taken into custody.
According to police, she was not hit by gunfire but suffered minor injuries in the accident.
Scott has since been arrested and charged with two counts of attempted murder, one count of assault on a police officer with a deadly weapon and felony evasion.
The dilapidated foster mother was not seriously injured. She was treated at the scene and released shortly thereafter.
No officers were injured.
Scott's vehicle was seized as evidence.
The entire investigation will be reviewed by the Chief of Police, the Police Commissioner and the Office of the Inspector General. The Los Angeles County District Attorney's Office, which also responded to the scene, will review the case to determine whether the force used by the officer was appropriate.
