An Arizona Democratic lawmaker resigned in disgrace over claims she threatened to kill a colleague, terrified another with a trance-like stare and intervened in a family's custody battle.
Leezah Sun resigned Wednesday after serving for just over a year as District 22's representative in the Arizona House of Representatives, shortly before the 60-member Legislature was set to vote on a motion to expel her.
An ethics report was released Tuesday following a two-month investigation into complaints filed by other Democrats. This included her saying at a conference that if she saw a local official she would slap her in the face and throw her off that balcony to kill her!'
Other allegations include that Sun frightened a city manager in her district by staring at her and then reaching into her purse to retrieve what witnesses thought was a gun.
The report states multiple times that she insisted on using her position and title to exert influence, in one case to threaten a local school district with an investigation and in another to stop a friend's custody case.
Arizona state Rep. Leezah Sun resigned in disgrace over claims she threatened to kill a colleague, terrified another with a trance-like stare and intervened in a family's custody battle
The allegations date back to before Sun officially took office, with the first incident occurring on December 14, 2022. She was elected on November 8.
According to Fox 10 Phoenix, Sun and Dr. Roger Freeman, superintendent of the Littleton Elementary School District, to discuss possible legislation for the upcoming session.
Freeman, the report states, said Sun began lecturing him about how unhappy she was with the school board president because he had written negatively about one of her campaign aides.
She claimed the aide had previously asked her not to take action against the district, but now indicated she would use her powers in the Legislature to investigate school officials.
Sun then cited a law – SB 1487 – that would allow her to “have anyone investigated for any reason,” the report said.
The law states that “any member of the Legislature may file a complaint with the AG if he or she believes that an ordinance, regulation or other official action of a local government agency violates state law.” It was signed in 2016 by Republican Gov. Doug Ducey signed and is intended to be a way to prevent cities from overriding state policy.
When Freeman asked what she would accuse the officers or herself of, she replied, “It didn't matter because she could say anything.”
'DR. “Freeman viewed this as a threat to his job or the district as a whole and believed that Rep. Sun’s behavior and comment constituted an act of intimidation,” the report continued.
An ethics report confirmed allegations that Sun threatened to kill a colleague by throwing her off a balcony, intimidated a local school principal and tried to use her office to secure favorable terms in a friend's custody case. Sun told Littleton Elementary School District Superintendent Roger Freeman that she would use her power in the Legislature to investigate school officials
Ironically, according to Axios, Arizona's Democratic Attorney General Kris Mayes has said she will try to use the law less during her term.
The report concluded that the incident “is evidence that Representative Sun abused her official title and position.”
The second incident under investigation dates to June 16, 2023, when Sun is now well into her first term.
Sun, wearing a badge identifying her and her office, arrived at a private hearing where four children were brought from their mother to their father for a scheduled visit, but the children refused to attend.
The lawmaker was “not a party or otherwise involved in the case” but said the family were her friends and that she “just wanted to see what was going on.”
At one point, Sun asked one of the supervisors to stop and postpone the transfer. The supervisor refused on the grounds that these hearings could not be rescheduled.
Sun reiterated her request to break up, saying she “didn't believe” the supervisor when she said she was following a court order.
Although she said she was there as a family friend, once when she was called “Miss Sun,” she replied, “No, it's Rep. Leezah Sun.”
The second incident under investigation dates to June 16, 2023, when Sun is now in office. With an ID identifying her and her office, Sun arrived at a private custody hearing where four children were taken from their mother to their father for scheduled visits, but the children refused to participate. Sun announced shortly before the 60-member legislature could vote on a motion to expel him from office.
The report states that she soon “became more assertive in her comments to the court-appointed supervisor and in her stance that the transfer should not take place.”
The supervisor finally gave up and said she would tell the court the transfer wasn't possible and they would try again next week.
According to the report, Sun later told the children they had “done a wonderful job” and “did everything right” by not complying with the transfer, which ultimately led the supervisor to file a complaint with the court.
Investigators found that Sun “abused her title and position as a state representative when she knowingly prevented the execution of a lawful court order in a private custody matter to which she was not a party.”
The final part of the investigation details how Sun was accused over the months of harassing three employees in the city of Tolleson, which is part of her district.
Tolleson City Manager Reyes Medrano, Chief Government Affairs Officer Pilar Sinawi and Government Affairs Specialist Alicia Guzman have all been identified as victims of harassment, claiming Sun was aggressive and threatening.
On May 31, 2023, Sun was denied the opportunity to meet with a Tolleson City Council member without an appointment and became “agitated and aggressive” before “yelling, using profanities, and responding to staff's efforts to calm the situation.” instead responded with an escalation in the intensity of their behavior.'
At one point, she “leaned aggressively toward Medrano and stared at him for several seconds, seemingly in a trance, in a manner that suggested she intended to physically hurt him.”
Sun threatened three members of the Tolleson City government, including Tolleson City Manager Reyes Medrano. In late August, a witness at a conference in Tucson claimed that Sun yelled, “[Chief Government Affairs Officer] Pilar Sinawi (pictured) better not show her face here, otherwise I'll punch her in the face and throw her off this balcony to kill her!'
Several employees said they then saw Sun “reaching into her purse as if looking for something” that they believed might be a weapon.
Months later, at an August conference in Tucson that Medrano, Sinawi and Guzman did not attend, a witness claimed that Sun shouted, “Pilar Sinawi better not show her face here,” or “I'm going to slap her across the balcony.” throw and kill 'you!'
According to AZCentral, Sun admitted she would slap Sinawi but insists she did not threaten to kill her.
Medrano, Sinawi and Guzman all reported the behavior to police, saying they “feared for their safety.”
The latest incident was the accusation that Sun's friend had named both Medrano's daughter and Sinawi's wife on Instagram.
“The employees interpreted these requests as attempts to threaten and intimidate them by their family members,” investigators wrote.
A district court banned Sun from contacting Medrano, Sinawi and Guzman or visiting the Tolleson Civic Center until October 18, 2024. In addition, she is not permitted to possess, receive or purchase firearms during this period.
Sun claimed in response that this was ““Part of a “sustained smear campaign” against her and a positive attempt to prevent her from fulfilling her duties as an elected state representative.”
Investigators say Sun “made a death threat against the Tolleson official in her official capacity as a member of the Arizona House of Representatives.”
House Minority Leader and District 22 Representative Lupe Contreras was among the Democratic leaders who filed complaints against Sun. House Democratic leadership agreed that the House should take action to discipline her, leading to the vote that forced Sun to resign
In an interview in November, Sun said the allegations were “nothing” to her and she was “tickled” by them because “false statements” had been made about her.
Ultimately, they concluded that “the evidence sufficiently supports the conclusion that Representative Sun engaged in a pattern of inappropriate behavior in her official capacity and under the guise of her position as a State Representative.”
They agreed that the House of Representatives should take action to discipline them, which led to calls for an expulsion vote that forced Sun to resign.
House Democratic leadership, all of whom filed the complaints, including House Minority Leader and his District 22 colleague Lupe Contreras, said they were “grateful” to the ethics committee for the report.
“The facts are overwhelmingly clear and speak for themselves.” “Representative Sun demonstrated a pattern of disorderly conduct that damaged the reputation of the House,” they wrote.
“This is a solemn day, but Representative Sun has done what is best for our state and the integrity of this body.”
Sun has not yet made a public statement about the report or her resignation. DailyMail.com has reached out to her for comment.
