The way Persona 3 Reload is structured means that there aren't really any traditional “side quests” in the game per se, but the task of dealing with the missing people comes second to the full side activities that revolve around them , to go to Taratarus, the closest – and some of Elizabeth's other requests.
In the case of the “Missing Persons” side story, Elizabeth draws your attention to the fact that sometimes people accidentally end up in Tartarus on June 18th. From this date onwards there will be a steady stream of people finding themselves in Tartarus. Because the tower is deadly, Each of the missing people has a deadline – and when that date passes, they are lost forever.

Persona 3 Missing Persons Reload Guide
Any time someone goes missing in Tartarus, it should be a major cause for concern for the SEES team – and it should become one of the most pressing matters on your calendar, as in our Persona 3 Reload 100% Max Link walkthrough described. Why? Well, there are two reasons.
First, Every missing person has a deadline, after which they are lost forever. Aside from losing the rewards you could get for the rescue, there's something even more frightening: Important characters can be lost and then killed this way. In particular, there are two social connections that can be stopped and lost forever if their stars disappear – Hanged Man and Hierophant.
That's one of the reasons why a guide like this is so helpful for this particular mission thread – we're listing it all missing peopleplus yours Locations in the sense of a Tartarus soil. Finally, we'll tell you the rewards you'll get for the rescue – and the deadline so you don't miss them. It covers everything you need to know so you don't get caught off guard.
The Missing People mechanic was also present in some previous versions of the game and is largely similar in Reload – however, this guide has been optimized specifically for the new remake. If you are playing an earlier version, we recommend using our Persona 3 Portable version of this guide.

As for how to approach these missions beyond simply following through the locations listed below, we have a recommendation on how you should approach this challenge.
Special, You should plan to rescue multiple missing people at the same time in small groups/groups. This is because the deadlines are all the same, but the dates when people disappear are different. For example, three people have a deadline of 7/6 – but they keep missing throughout June. Instead of taking multiple trips to Tartarus, one for each person, it's better to plan a single trip before the deadline to grab all three at once.
Fuuka will inform you when you arrive on a floor where a person is missing – you just have to find them and interact with them. And when you're back in the real world afterwards, don't forget that Go to the police station to collect your rewards!
