The Pune Municipal Corporation (PMC) has decided to track the transportation of refuse derived fuel (RDF) from waste treatment plants using Global Positioning System (GPS). The move came after it was found that plastic waste from the PMC's waste processing plants was being sent directly to other corporates and palm sugar farmers without proper processing.

Pune generates more than 2,000 tonnes of garbage every day and the amount increases even further during festivals and special days. To ensure proper disposal, the administration will now track the transportation of RDF from waste treatment plants to cement companies or power plants. It will be mandatory to install GPS systems in all vehicles transporting RDF and companies will have to provide receipts for the RDF they receive. The new regulation will apply to all waste treatment projects, including the bio-mining project. The aim is to ensure proper disposal of RDF as required by the environmental authorities at the federal and state levels.
Sandeep Kadam, head of the solid waste management department, said, “The new GPS tracking and monitoring system will help ensure proper disposal of RDF. The administration will pay 75% of the dumping charges to the project operators, the remaining 25% will be paid on submission of receipts from the cement or power companies.”
“The contractor will have to install GPS in the vehicles and submit a report to the PMC. Also, PMC officials will conduct unannounced checks on the contractor's garbage vehicles. Our garbage collection vehicles are already equipped with GPS tracking system,” Kadam said.
Cases of abuse
It has been learnt that RDF intended for cement or power plants is sometimes illegally supplied to other companies. In one case, residents of Deulgaon in Daund district intercepted a truck carrying plastic waste and handed it over to the police. The driver, who claimed that the waste came from the PMC's Ram Tekdi project, was charged under the Environment Act. Similar incidents have taken place in the past.
