EAU CLAIRE – A twice-convicted sex offender from Eau Claire is back in court after authorities accused him of refusing a court-ordered GPS tracker.
According to court records, 52-year-old Xou Her has been in violation of the state's sex offender registry since August 2023, despite being listed as compliant on the registry itself. She faces a total of four different counts and has pleaded not guilty in each case.
In the first case, she is accused of refusing to give him the GPS tracker that he must wear for the rest of his life. He also faces a case involving possession of methamphetamine and a case in which he is accused of failing to update his information with the state sex offender registry.
The latest case involves three charges: failure to update his information with the sex offender registry and two counts of jumping bail.
According to the Register, she has a long list of pseudonyms. While most are variations of his middle name, he has also gone by Buddha Lee Her and Thomas L Herrison.
Court records show she was convicted of third-degree sexual assault in September 1995. According to the criminal complaint, police were contacted by a 15-year-old who said she was five months pregnant. She was 23 years old at the time. Although the father is not named, she referred to him as her boyfriend and said she had sex with him.
Six months later, she pleaded guilty to second-degree sexual assault of a child. That charge, originally filed for first-degree sexual assault of a child, was filed after a 12-year-old told police she followed her into a bathroom and had sex with her.
The state court database has a lengthy record on her, including convictions for delivery of methamphetamine, possession of methamphetamine, maintaining a drug trafficking place and failing to provide or update information on the state's sex offender registry.
