According to the decision, the Custody Committee will consist of two representatives from the Dubai Courts appointed by the Director General of Dubai Courts, who will serve as the Committee’s Chair and Vice-Chair, and two representatives from the Community Development Authority in Dubai, appointed by the become Director General of the Agency, one of whom will be from the Child Protection Department. The committee also includes two representatives from the Dubai Police, who specialize in child protection and will be appointed by the Commander-in-Chief of the Dubai Police, and an official from the Dubai courts, who will serve as the committee’s rapporteur.
The task of the committee is to draw up a detailed report on the social, psychological, health and criminal situation of the person applying for custody or of the person to whom the court grants custody of a child.
The decision also outlines the procedures for issuing a custody fitness report. The court first asks the committee to prepare a custody report, after which an on-site visit takes place to ensure that the child’s guardian or guardians are able to care for the child, apart from assessing other requirements .
The decision obliges the authorities responsible for children’s affairs in Dubai to cooperate fully with the committee and to provide all information and data requested by it to carry out its tasks. The decision is effective from the date of its publication in the Official Journal.
