MOSCOW, May 20 (RAPSI) – Establishing a register of malicious dependents can be an important step in protecting the children’s right to payment of all payments due. However, the move must be part of a whole package of measures, said Commissioner for Children’s Rights Anna Kuznetsova.
The Children’s Ombudsman’s Office has repeatedly proposed the creation of such a register. Unpaid alimony is always a resource that children were not given for their education and for the protection of their health. According to the Federal Enforcement Service, of all completed enforcement proceedings to reclaim maintenance payments, only 6.5% were voluntarily carried out by debtors in the past year. At the end of last year, the Office recorded a 5.4% increase in the number of objections made by citizens to maintenance payments. All of this indicates the lack of tools to solve this problem, noted Kuznetsova.
The mechanism needs to be improved. The creation of a registry that includes some penalties or additional restrictions on persistent child defaults can play an important role. However, this measure alone will not solve the problem as it requires an integrated approach. It is necessary to consider other options – one of them could be the creation of a maintenance fund, Kuznetsova concluded.
