Panjim: With most panchayats failing to dispose of garbage in a scientific manner, the state government has decided to deploy GPS and tracking systems to ensure 100 percent coverage of garbage collection and disposal in Goa.
The Goa Waste Management Corporation (GWMC) said that to effectively address the pressing sanitation and waste management issues in villages, it is imperative to engage reputed and experienced agencies or contractors working in the field of waste management.
“The appointed appointed agencies/contractors will be responsible for effective waste treatment, manpower, consumables, reporting, segregation, disposal, minimization of nuisance points through 100 percent coverage and also for adopting any technological advancements through the use of GPS and tracking systems,” said the GWMC said.
For dry waste, the GWMC said the agency will undertake door-to-door collection, transportation to the decentralized MRF, segregation, baling and handing over of the baled material to the panchayat (if a baler is available) or transportation of the unbaled material should carry material to GWMC's central treatment facility.
Regarding wet waste, collection is door-to-door and transportation to the decentralized MRF and treatment using available facilities such as an organic waste converter and a biodigestion plant, including operations.
The term of office is three years. The GWMC reserves the right to extend the term of office of the Agency/Contractor for a further year, subject to payment of fees as determined by the GWMC.
The GWMC said that in addition to the fines provided for in the Solid Waste Management Rules 2016, the Goa Non-Biodegradable Act 1996 and its subsequent amendments, the agency/contractor is found non-performing or the GWMC receives complaints in connection with of mismanagement of waste or in any other case relating to the agency/contractor, the GWMC reserves the right to levy a fine of Rs 5,000 on the first offense and 10,000 rupees for the second offense.
“If another complaint is received, the GWMC reserves the right to blacklist the agency/contractor and they are prohibited from reapplying for a period of one year from the date of blacklisting” said the GWMC.
