Authorities in Kazakhstan registered 172 crimes for non-payment of maintenance payments in favor of children, incapacitated parents and former spouses in the first two months of 2024. This means a decrease of 1.1 percent compared to 2023.
Most often, residents of Almaty (38 cases), Kostanay (19 cases), East Kazakhstan (17 cases), Karaganda (13 cases) and Pavlodar (11 cases) regions fled. The least guilty places for non-payment of family support were Turkestan, Aktobe and the city of Almaty, with one case each.
In 2023, 166 people nationwide did not receive any support payments. This year the registered number of adult victims is 158; a decrease of 4.8 percent. These include 151 women, nine underage children and two students. The majority of adults not receiving alimony are 82 Kazakh women aged 30 to 39; 38 women aged 18–30 years; 24 women aged 40–49 years; one citizen aged 50 to 59 and four seniors over the age of 60.
It is noteworthy that the number of offenders for non-payment of family support in Kazakhstan increased by 29.6 percent to 70 people last year. According to official information, most of them are unemployed. Similar to the age demographics of those denied court-ordered payments, the culprits were often young or middle-aged adults. In the 30- to 39-year-old age group, 39 Kazakhs were in arrears with their maintenance payments; there were 17 for those aged 40 to 49 and 11 for those aged 21 to 29. In addition, two violators were under 20 years old and one was 50 to 59 years old.
The total outstanding amount owed by persistently delinquent children and disabled parents and spouses is currently $222,500; 43.6 percent more than in 2023. As a result of the preliminary proceedings, the authorities managed to recover $ 40,600 to private individuals. Last year, administrative proceedings were initiated against more than 6,000 Kazakhstanis for evasion of alimony, and another 300 were brought to court on criminal charges.
The most common reasons for non-payment are lack of stable income or seized property. According to the latest data, almost 15,000 citizens of Kazakhstan are prohibited from leaving the country due to liens against them for non-payment of alimony and other debts incurred.
